The goal is to make the Bundeswehr better able to meet future challenges, but without making drastic changes.
The Key Elements revolve around the requirements of national and collective defence. The Bundeswehr has to become better aligned again with these requirements. Essentially, this means to streamline Bundeswehr structures, reduce dysfunctional processes, and optimise command and control structures. The aim is to strengthen the Bundeswehr’s overall ability to act. It is about less top-heaviness, more operational equipment, and faster procedures. There will be no changes to the size and stationing concept of the Bundeswehr.
The Key Elements of the Bundeswehr of the Future are based on the coalition agreement of the German government and aim at a significant improvement of Germany’s strategic capacity. Specifically, foreign, security and defence policy are to feature much more prominently in politics and public discourse.

They are based on the needs and expectations of personnel at the unit level. In their position paper of 9 February entitled “Reflections on the Bundeswehr of the Future”, the Minister of Defence and the Chief of Defence underlined the importance of thorough adjustments that must take place in the forces, the defence administration and at the Federal Ministry of Defence. With the bulletin, the Minister and the Chief of Defence informed the Bundeswehr members of their proposals.
