Dr. Walther Otremba was born in Ahrensburg/Holstein on 23 September 1951.

From 1971 to 1972 he took up business studies at the University of Cologne, where he then studied economics from 1973 to 1977. After graduating, Otremba worked as a seminar assistant for political sciences at the University of Cologne and in 1980 he attained his doctorate in political science and economics (Dr. rer. pol.).

After attaining his doctorate, he served as a staff specialist on the Monopolies Commission. In 1983 he became Deputy Head of Division in the Policy Division of the Federal Ministry of Finance. From 1986 to 1990 Otremba worked as an economic policy expert and speech writer in the Office of the Minister.

From 1990 to 1994 he held appointments as Head of the Division for Tax Policy and Head of the Division for General Issues of Financial Policy. In 1994 Otremba became Director for General Issues of Financial Policy. Up to 2002 Otremba then held the positions of Director for “Macroeconomic and Financial Analysis and Projections, Economic Statistics” and “Financial Policy Issues Concerning Specific Sectors, Business Promotion" in the Federal Ministry of Finance.

From 2002 to 2006 Otremba was Chairman of the Executive Board of the Federal Posts and Telecommunications Agency. In 2006 he was appointed State Secretary at the Federal Ministry of Economics and Technology, an office which he held until 2009. In 2009 he became State Secretary at the Federal Ministry of Finance.

Since Februar 2010 Otremba has been a State Secretary at the Federal Ministry of Defence.
